NUNEATON BLACKBALL POOL LEAGUE

1)   The league shall be called the Nuneaton Blackball Pool League

2)   The league is for the purpose of promoting an upto date game of pool in Nuneaton and the surrounding areas by organising team, singles and doubles competitions played to a rule set recognized by the EPA or EBPA.

3)   The league shall elect a committee to manage all business appertaining to the league.

4)   The committee should consist of 3 Senior officers, Chairman, Secretary and Treasurer.

5)   The committee shall have the full authority to make any decision that in their opinion is necessary or beneficial to its members.

6)   The committee reserves the right to refuse membership to any team or individual if for any reason they consider that granting of membership would be detrimental to the league.

7)   There will be an Annual General Meeting held.

8)  The Treasurer will provide a balance sheet at the A.G.M.

9)  Proposals for the A.G.M. must be provided to the Secretary by email only. nuneatonpool@yahoo.com

10)  Voting at the A.G.M. will be one vote per team and the Chairman will hold the casting vote if required.

11)  Anything voted in at an A.G.M. can be changed if players and committee agree at a later point.

 

                                                                             Match Play

 

12) Matches to Break Off at 8pm or earlier if agreed by both teams.

13) Matches will consist of 15 singles frames.

14) 3 Sections of 5 frames. Teams can play 15 players once if they choose or a minimum of 5 players 3 times. NO PLAYER can play twice in the same section. Section 1 to be filled in before the match Break Off. After section 1 is played section 2 is filled in, then after section 3 is completed section 3 in filled in and the match played to a finish.

15) 3 points well be awarded to the winning team. In addition 1 point will be awarded for each frame victory.

16) In the event of teams being tied on points at the end of the season the following will apply

a) Frame Difference

b) Most Matches won

c) Head to head in the matches between the teams

d) Play off between the sides in question at a neutral venue decided by the committee

17) The will be 2 cup competitions, a League Cup with all teams then a Plate for 1st round losers of the League Cup. Teams not fielding a full team in the League Cup will not be entered into the plate competition.

18)  Registration forms for players will be provided. The forms should be returned by the date stated on the forms. Any team playing an unregistered will be deducted 5 points, and the match will be awarded to there opponents 10 - 0. Teams may register a new player at any time after registration forms have been handed in by messaging the Captains WhatsApp, if messaged by Friday and £1 is paid they will be eligible to play on the following Sunday, if messaged after Friday or £1 fee not paid they will be illegible to play. The £1 fee must be paid before the player is eligible to play even after they wait a week (7 full Days), if they play without fee, any games the player has played will go down as a loss and result will be adjusted, the team will also be deducted 5 points.  

19)  Transfers are allowed before the halfway point of the season. But if the transferring player has played in the Cup or Plate for there previous side then they will be cup tied and unavailable for selection. If teams are unsure they should ask before selecting the player. If they are played and were cup tied then the team will forfeit the cup tie. 

20)  Transfers are not allowed after the halfway point, the committee can override this if mitigating circumstance arise.

21)  There is no minimum age to players but entry to any venue is subject to the discretion of the landlord. It is advisable to contact the landlord so as not to cause any embarrassment to either party on the night.

22)  The winning team are responsible for reporting the result to the League Secretary or post in the the Result group of Facebook on the night of the game. This also applies to the winners of League organised events that include Cup matches and Singles and doubles knockouts.

23)  Teams who wish to postpone their League game MUST inform both the Secretary and the opposing captain by messaging the captains WhatsApp group. 48 hours prior to the scheduled match. Also when rearranging cancelled games you must go through the captains WhatsApp group. Cup games cannot be cancelled bur can be played before the scheduled date.

24)  An immediate 3 point deduction will apply to the team responsible for the postponement

25)  Any team that cancels on the day of the match will forfeit the game 15 - 0 regardless, even if the other team agrees. Unless mitigating circumstances arise.

26)  If teams only have 3 players they must fulfil the fixture. No team can forfeit to another team and award them an 15 - 0.  Committee will decide best action if a match cannot be played within time scales. 

27)  Failure to complete the rearranged fixture within 7 weeks will result in the committee arranging a date where it MUST be played.

28)  Any team that misses 3 matches will be withdrawn from the league for that season. Teams that are withdrawn or withdraw from the league will have their record removed, so that all teams that are due to play them will receive a bye, back to the beginning of the season unless it is past the halfway point. If this is the case then the results from the first half of the season will stand.

29)  Singles and doubles competitions will start at the time stated when the draw and venues are announced as amount of entries have to be taken into consideration. All matches should be played at the stated venue, unless a change is made with the agreement/authorisation of the Fixtures Secretary and will consist of the best of 5 frames until the final which will be the best of 7 frames. No player can be replaced by another player in the singles. In the Doubles competition One player of the pair maybe changed for another player prior to the commencement of the tournament, that player however cannot already have been in the draw. No player(s) will be added once the draw is online. Players from different teams may enter as a doubles pairing. If the singles and doubles needs a deciding frame then the player that broke the 1st frame will break!

30)  Should a venue fail to sponsor the table for a cup match or knockout competition then that pub or club will not be offered a venue again.

31)   No fees of any kind paid to participate in any aspect of this league will be refunded for any reason whatsoever.

     A) Any person banned from any Pub or Club which participates in the League must abide by that establishment's decision. It is not up to the League's Committee to ask the Venue to allow the player in. It is up to the Barred individual to ask the venue if they are allowed in. His or her team must fulfil that fixture with the players who are eligible to play at that particular venue. Please note barring yourself from the establishment in question as some sort of protest in order to get the game played elsewhere will not even be considered an option.

 

                                                                          APPLICATION OF RULES 

The League Secretary shall co-ordinate all fixtures and results, and apply the rules as seen fit based on the known evidence.

Any disputes should be made in writing to the Chairman with a £5 deposit.  The Committee will then discuss and the affected parties will be informed privately. Any dispute that is upheld will receive their deposit back

                                                                              SOCIAL MEDIA

The League will operate a Facebook Group for players playing in the league. The group is to be used for all results and league communications only!! Any advertising or selling items posts will be removed. Any appeals will be invalid if this group is used as a debating platform for any issues/disputes and any person who abuses these conditions will be suspended from the League for 3 matches with further suspension for repeat offences. The Administrators of the site reserve the right to accept and or remove any person(s) who misuse the group.

Results, league tables and player rankings will be updated weekly.

Rankings will be for singles only, each player will start with 100 pts, each player named on the scorecard will receive 2 pts for a win and be deducted 1 pt for a defeat.

TEAMS ARE ADVISED TO REFER TO THE WEBSITE ON A REGULAR BASIS FOR  THE ABOVE INFORMATION AND MORE. 

                                                                               THE GAME

1)  The game shall be governed by The League's Official Rule Sheet

2)  Refereeing should be by the Captain or a player of his/her choice.

3)  The referee’s decision is final and any disputes regarding a referee’s decision must be taken to the Committee.

4)  Frames are to be refereed alternately with the home team referring the 1st frame.

5)  Each frame should commence with the toss of a coin with the winning player deciding whether to break or pass it to their opponent.
